i was in catherby today and i saw this stranger thing. it was lvl 95 with a dds and it followed you, then it followed another person but you couldn't attack it

It is from the quest Desert Treasure, appears sometime if you are holding any of the 4 diamonds.

okay, um does it attack anyone holding the diamonds? cuz i wasnt

Doubt it, Im sure when he pop up, he says something like-Give me back the diamond or something.
