I think the reason that there is no Varrock Teleother is the fact that Varrock tele is such a low level spell to begin with.

 

 

 

It makes no sense to make a really high-level tele-other that replaces such a low-level spell, becuase the effect is frankly not worth the level requirement.

 

 

 

However, making it too LOW overpowers tele-others alltogether by giving it to low-levels.
