lordfan21
Thats the level required to make 1 of the rune from 1 piece of essence. When your runecrafting level is high enough, you can craft 1-8 runes from 1 piece of essence depending on your level and the rune you are trying to craft. Z0mg look im so kool even mods tok to me. Actually the screenshot he has is from clicking the runecrafting skill in-game, so it would not show those levels. The numbers are merely how all runes are, and these show there are only 1 in the stack.

And the fact that there is only 1 in the stack is related to the fact that you make only one of the rune at that RC level. I know that the in-game guide doesnt show what level you need to make multiple runes from one essence. Z0mg look im so kool even mods tok to me. Well there's really no point in saying that the number represents how many you can make seeing that the in-game guide doesn't have those levels posted. Any guides use a different format as well than number of runes in a stack. But it is possible the 1 symbolizes your ability to only make 1 of that rune at that level. He was saying at that level you make only 1 of that rune, which is true cause those levels are when you can start making them.
