The numbers are merely how all runes are, and these show there are only 1 in the stack.

Well there's really no point in saying that the number represents how many you can make seeing that the in-game guide doesn't have those levels posted. Any guides use a different format as well than number of runes in a stack. But it is possible the 1 symbolizes your ability to only make 1 of that rune at that level.
