the guide on tip.it says east of varrock and i just spent 20 minutes wandering and looking and im not finding anything... some insight would be helpful

Are you going through the gate past the fence? It's on the way to that temple and Canfis.

 

Near the starting point of the Rag and Bone man quest.

What they said, also I believe there is a spot in the Elf Lands by the entrance unlocked during Regicide.
