Is there a known amount of time you have to wait after completing Regicide before you get a message to start Roving Elves? Or did I read the quest guide wrong and can start it anytime at the start point?

Ya I think you just start at any time.

 

I was waiting for it too, but decided to just go to where it's supposed to start and found out that's the actual starting point.
