Well, any place with a safe spot, fence, wall, table, etc will work.

 

 

 

You could try the Al-kharid palace guards from behind the fence,

 

Draynor village jail guards, guards in Varrock palace and city walls,

 

fortress guards outside the Black knight fortress, Barbarians, Crandor,

 

Island Moss giants, etc.

 

 

 

Many monsters have a certain "walk around in" region.

 

If you shoot from just outside this region then they won't touch you.

 

 

 

Also, there are safe spots in the Varrock sewers, Edgeville sewers, Karamja

 

volcano, etc that you can use.

 

 

 

You should cast a Curse on the monster first to pull it over to your safe

 

spot before you start to shoot it..

I levelled to 74 range in F2P. from 50-60ish, I trained on Hill giants, but only if you can find 2 for yourself. Otherwise go to the top of Varrock palace where there are 7 guards, and shoot them across the tables.

 

After 60 range, you can safely head down to lessers for some excellent training and you can make enough money to pay for your lost steel arrows.

If you're using irons, the minotaurs in the Stronghold drop quite a bit. I got ranged from 46-ish to 54 there by only buying 100 arrows. There's a fence you can shoot across... not very good drops though. Uncuts, but they're rare.
