panthers4091 Posted October 14, 2006 Share Posted October 14, 2006 They have not come out yet,and are capes that you can only wear if you meet specific requirements.For example,there will be capes you can only wear if you max out the a skill level,and they will give certain bonuses.You can look at the behind the scenes update where Jagex talks about them.
