I was trying to go onto waterbirth island and the guy said my skill are not high enough. I was looking threw the tip site and didnt find any requirements. I was wondering if someone could tell me the requirements or point me in the rite direction.

Maybe you messed up and tried to start Lunar Diplomacy. Try talking with the other guy.
