id say the perfect time to sell rares is never, they are always raising in prices

I don't think they will drop in price, it wont be a money drain like construction it will be more like slayer.

ok, i recently bought a blue mask, im not going to sell it. the reason being is because i know that for a fact that rares will drop at hunting......but they will raise in price dramatically at a unexpected and unknown time, so unless you wanna make a guess when they skyrocket, then keep your rare

Before and after a skill is relased most thing drop in price. People want to try to sell things so they have money for the new skill. They don't want to be picky and sell for anything. Once the skill becomes semi old and the prices flaten out then start to rise i would say sell.
