I always thought it did, but someone told me it didn't. Does anyone know for sure?

I'm not sure if it does, I really don't think so. Best way would be to find someone with 1 agility to try it out :$.

The reason I don't think it does is because if you put your mouse over rapid restore it says "2x restore rate for all stats", and run energy isn't a stat.
