tiny elf crystals can be recharged by going to Eluned and the other elf at their fire "stations" outside of Lletya. It costs 750gp the firs time to recharge and less each time. After being charged its called a Teleport Crystal (3) and u can use the charges 3times to be teleported to the central area of Lletya

it cost like 700 gp at first, after u charge like 5 times, it go down to 150 gp per charge. i have like 50 tiny elf crystal. if u kill elf warrior for 1, it works also. but sometimes it out of charge, sometime it's 1 charge.
