Or - You can get climbing boots from the guy in the house west of Burthrope, get an Iron Bar. Talk to the smither in the north side of Burthrope, he'll give you one. :)

Assuming you already have climbing boots (if you don't, get them from Tensing), bring an iron bar, as well as the boots, to the anvil house in Burthorpe, as previously mentioned.
