i was wondering is the Wilderness capes for members only ? or are they for Free 2 Play people as well?

 

 

 

 

 

 

 

at the moment iam a F2P but i really wanna get a Wilderness cape

 

 

 

 

 

 

 

i did go to the Wilderness to try and find a person called Neil who is at the North of the bandit camp,but i could not find him can someone be a bit more specific as to where he is possibly show me a pic of where he is ?
