I am nearing my goal of a quest cape and I will be wearing it most of the time, especially for skilling. At the moment my skilling outfit consists of:

You can also replace the rune plate (t), legs (t), rune boots and ice gloves with mystic.

What is the staff?

I believe that is the rod of ivandis with the quest in aid of the myque.
