A video game maker that can go one website and newground

working on it

There is no such thing as a video game maker. You will need to learn how to code a game using a scripting language.

As for the animation program, try Flash.

You could try "Animation Shop Pro" for animating, though I'm not sure if it's free anymore. I've used it quite alot and found it really easy to use.

You could also try Photoshop animaton features. I haven't personally used them, but I've seen other people using it and it seems fairly simple.
