You have to kill desert goats to get it.

Actually the name is just "Goat". But from the bestiary about locations:

 

 

 

In many locations within the Kharidian Desert, such as: near the entrance to the Kalphite lair, southwest and northwest of Nardah, north of Pollnivneach, and west of the agility pyramid.

Yes i searched EVERYwhere around the kalphite lair. not a single goat.
