February 19, 200719 yr You can get it either at the duel arena. That's almost directly to the east of the gate between lumbridge and al kharid. You can also get it on the road from Seers village to Ardougne, it's east of seers. And you can get it in Yanille to. At the east side of the city, directly north of the bank there.
