yes, if you use the crystal saw and a tea, you'll get both of the bonuses

Yes they do, also the saw and evil dave's stew stack. The tea and stew, unfortunately don't stack with each other.

If Jagex ever made a perfect update, there would be players complaining about nothing to complain about.

The saw bonus however is hidden. So you don't see the level rise, but it's still there (remember that it only works with furniture that requires wood)

Can you access a basement by building stairs leading down in a ground-floor skill or quest hall? It's just that I'd like my house to have a basement with normal rooms, a ground floor and first floor. Thanks (again!).
