hiya, i am level 69 am i am wondering if i could beat the tough guy and the lvl 70 in the quest "the feud" with protect from mellee and full rune with dragon long and about 20 lobbies, would this be ok?

If you are using protect from melee you will not need food nor will you need rune armour. If you do not use prayer, your armour and food will probably be just fine as well.

Yes, if you got full rune then you must of killed the dragon, so a level 70 so be a push over.

The desert effect goes away while you are in the town during the quest. You could wear desert robes if you are walking there but you could easily take the carpet ride and avoid all that.

If your gunna pray just bring the desert robes and a wep. You dont even need waterskins. I killed the bosses with desert robes and no pray there not hard at all.

I dont have a sig anymore =[

But I did manage to get every skill in the highscores
