Even when active these stats remain the same.

 

It cannot be operated inside.

 

When you activate the cloud it stays static in one spot, you can move around though. After a few seconds the cloud will disappear regardless if you're under it or not. It has a few seconds cool down between uses.

About those stat bonuses, the news post says that this ring should be the one for the offensive stats, so i'm guessing this is either a glitch in the game or they mixed up the rings. For now, I've put this as +2 according to the news post.

Worth noting however newspost does say at the end of year all 'in-game benefits' will go from these items, so presumably these stats will be removed at that point.

Yep! The item entry says they should go by 2013 :D

 

We also decided to go with how they are -ingame- instead, if this changes we'll change accordingly

Now that this item is in the uncommon slot, it's convert to coin value might have changed. If anyone notices this, picture proof would be awesome. I say this because for the other ring did have an 8k coin conversion too, but I noticed this today (I've since changed it on the site):
