You have to build a study room and then construct a teak eagle lectern. Then simply click on it with the runes in your inventory. ps. sorry for my bad endlish.

I thought there where some seaweeds just by the lost city(lumbridge swamps). Its close to the bank in lost city and you even have a sandpit and furnice there.
