Unless you use every skill evenly, it's impossible to tell. Some who never trains woodcut would say that woodcut events are most rare, but that means nothing.

I can see this as a possibility in RS3 (if there is one in the making), but not any earlier. That would require way too much modification to an already well-balanced game. Instead of modding RS2 to no end, why not just incorporate it into a new game, whether it be a 'threequel' or a brand new game. -Zach
