Fastest RC is Air Crafting on World 16. And when you get lvl 66 rc, You don't need to mine your rune essence. You will get 50 gp per trade when your RC level is 66 and you buy the rune essence for 30 each and sell the air runes for 16 each.

Ok, I'm gonna give you my best tip here. When you get a random event like MOM/Sandwitch lady/niles/giles/miles, Logout!!! Also logout when you get some of those combat randoms... This will really increase the chance that you get another random and hopefully a good one this time... If you already got full frog logout too... Because they are USELESS! I got like 19 randoms within 24 hours by doing this
