There is exactly 0% chance that she is through puberty. Has she hit puberty? Probably not. I'm at least arguing from a pubescent standpoint. If she hit puberty by that age, she should be cognitively tested, but chances are sure won't have that great of maturity because he/she'll have just started puberty.
