They are supposed to continue firing until the target is far away. Does radars show fans? I thought an object had to be big and "new" in order to show up, but anyways there's needed to be something to decide wether the object is hostile or not. Also did that thing fire at the fan or was it stopped?

Notw it up, push it away, PEPs are under developement as anti-riot weapons, they are made to knock you back and stun you, though they can also be made to kill. And a laser fires at the speed of light, only current location is needed as the future one will depend on the hit. Just hook them up to a radar and the job's (almost) done.

Archi, does infrared laser bursts say massive power consumption to you? Cuz it sure doesn't to me. And aiming is just pointing at the bomb, trajectory/speed calculations aren't neccessary with lasers.

Or shoot it with pulsed infrared lasers which causes expansion of matter to create a plasma explotion which propels it back up, in other words rapid PEPs.
