How about this: I pay Hex the hundred b and try to keep him under controll and we (me & Hex + Retech, Kirby and whoever else is in that "alliance") declare peace under these restrictions from our side (rules for you)? Then you might choose some limitations for us and the we'll try to come to some sort of agreement.

I will only deem Kirby "naughty" only if he: 1. Expands into the Asian continent. 2. Directly attacks me, Hex or any ally of us. 3. Makes a military pact with any enemy of us, exceptions are NAPs, peace, aggressivity and war.
