There is no proof you get them at the same time. This is not really a question either. Randoms are random if you really did get them that often.

Does your cooking level increase the amount of Roe/Caviar given off by the fish..or is it random? I will be training fishing. I am not getting the roe/Caviar for potions. Thanks. iRange

Yeah, the rank 24 player was training there with me earlier (she only need 8 more mining and 1 farming lvl til 2277 total) was using that spell. But i highly doubt anyone would stay that long as my invent lasts me a good 2+ hours. It will be just cheaper to bank, take a break etc.
