Hmm. I guess I am in a sense. I've got it so my bank only consists of stuff for runecrafting nature runes. That's it. My bank is under 20 slots. If anything else comes in it I either drop immediately or sell it, it drives me nuts knowing it's in there. So I guess I sort of am.

There's two ways to look at it. Instant messaging is essentially faster email. So email was downgraded when messenger came out. But many still kept using it. I think the same will happen with Wave, but it will degrade email and messenger. Although, I also believe a lot of people are not going to use Wave, because they're already used to something, and often some people won't try new things because they like what they already have. Me myself personally will try it out upon release, but I will most likely stick to email.

Regardless of whether the skillcapes existed or didn't exist, I would still go for the 99 Runecrafting. Not only is it one of the lesser skills to be 99'd, but it is also a major money maker. When I got at 91 though, I kept going to 99 for the cape, to have my other cape trimmed, and to have another 99.
