If I was in your position, that's EXACTLY what I would do. Avansies are amazing Ranged experience, and in the end, alot of money. Now for Green Dragons, most people put the whole-- "Green Dragons?! Bah! You noob!" act on, but forget about them, Green Dragons are a fantastic money source and decent if not proficient experience as well. So yes, I would do that. Just remember to FINISH what you START.

I understand that you want combat experience, and if you want to stick with that, Longrange at Avansies would be your best bet, but in reality, making 10m would come faster through Monster Hunting, or a nice 'gathering' skill. Such as Woodcutting, Mining, or Fishing. In the end it's your decision though. :)

A skill cape should be good to you, you shouldn't get 99 in a skill just because other people think it's a good cape. Get it because you like the skill, or because you like the cape. Honestly, what other people think should NOT EVER MATTER. Do what you want, live your life. Quite simple really.

The numbers don't matter, surprises are better. :) In my opinion, you won't get it. Sorry to be blunt and negative, but yeah. No.

I think any world is an UN-official Rouge's Den cooking world. Considering basically everyone and their mother cooks there.

In my own opinion, a buyable is almost always the quickest one; as long as money is no object you can buy the best supplies and get it done fast-- depending which skill of course.
