I think it has to deal with the new skill. First of all, it is accessible from a F2P world. Jagex stated that the new skill would be both F2P and P2P. Next, it is connected with the strange earthquake that was seen several updates earlier. If this was quest related, I doubt that all players, no matter their skill level or quests completed would experience the strange power. The last possible evidence is that the guard says "strange power", which seems like something that could be grasped by players (i.e. a skill). Just a little insight.

Icu I think you fail to grasp how much it will cost to buy out all these companies. Remember that the government is supposed to spend it's money for the country and the people, not just for buying out every company that exists. Also, you need to take into account that our little war does cost money as well :rolleyes:
