I plan to make a spreadsheet for myself to track each person on the list, which will enable me to detect rollbacks that won't necessary push a player off the list. This new spreadsheet will also show if somebody has been banned.

We'll have to wait for his appeal to go through. For now I would say that if his account is restored to normal without penalty it would appear that Jagex has made a mistake. Of course, a little bit more evidence would be awesome. Unfortunately at this point in time Setelima's stats fall short of the list requirements so I have no choice but to remove him - even though the new regulations haven't been put into effect yet! But if indeed his appeal gets approved in the (hopefully near) future he will be readded to the list without a problem. This was a very tough decision for me to make - hopefully we can all come to a mutual agreement on this issue. I and a good mass of the F2P community are with you on this. Sadly I can't say for sure that he is innocent, though. As long as there is any sufficient evidence to prove that Jagex has made a mistake against a player's account that was previously banned or rolled back at any point in the past, the player in question will be eligible to be re-added without a problem.

Yeah I know that. That's why we need evidence to prove that Jagex made a mistake on the player's behalf. Like you said, it could be in the form of stat restoration or some sort of Jagex PM stating that they'd made a mistake. We've never actually seen something like this happen, so yeah I'd have to agree with you. It's only a hypothetical situation that probably doesn't exist.

While I have said that cheaters will not be tolerated, in my opinion it is different should the player be punished for their wrongdoings and then does not repeat the offense but instead becomes a positive aspect of the community. People deserve second chances, but the punishment should be severe enough to turn them away from botting. Should the player be punished for botting once again, then the removal from the list will likely last indefinitely. The one year period is a minimum and will vary depending on various factors. Furthermore, if Jagex has indeed wrongly punished a player it wouldn't be the end of the world for them. In fact, I may choose to impose this new policy only on botting offenses following its effective date.

A list of such players will also be maintained privately by the Top 250 F2P List updater(s). All of this means that if you are currently botting or have done so in the past, you do so at your own risk, and should you ever receive punishment for this offense you will lose your status as a top F2Per. The Top 250 F2P list represents a community of honour and respect, and as such, we do not tolerate those who are cheaters.
