He would need 90m Exp already to get 9m in tokens. There's a few bugs out there that can get you a few hundred exp per floor instead of 30k it'd be 300k.

No, It has to do with the items you had in the previous dungeon. Say you had food leftover from finishing the dungeon before it; those are the "smuggled" items. It just takes them away.
