Steady Ex 0.3 Million Chosen, these people are the governments inner circle, they are diffrent races and are bound by no strings, they can take extreme libertys over people and are supposed to keep there title slightly secret. they do not worship hex as they know he is a personification of the government Rebels 1.7 Million People who oppose government, Sent to workhouses on sight, if they rebel this they are executed without trial.
