Freezing prices isn't the only solution. There are other solutions, each with their positive and negative consequences. Jagex right now is giving the GE too much independence and freedom for itself. Sure, they have the whole +/-5% market price change cap , but that's easily outdone, as prices still get manipulated easily. As of right now, the GE usually updates daily. One option I have is, extend the price inflation/deflation delay margin by more than 1 day for those items that hit the +/-5% market price cap or maybe even at +/-4%. That means that every item's prices will continue to update daily, but for those that have hit the market price change cap of +/-5%(or +/-4%), they're price update would get delayed an extra day or two. This would mean price rises and fall will not be frozen, or manipulated by Jagex themselves, but rather tamed so as to hinder greatly the objectives of price manipulation clans. (On a side note: This would not hurt real merchanters much, it at all, since merchanters don't actually price manipulate). Let's face it, perhaps we won't be able to completely eliminate Price Manipulation clans, but we can slow them down. Draw interest away from the whole price manipulation, therefore weakening the clans.
