the best way to find the eventual price of the whip is easy, find out how much it costs to buy from general shop then add 1gp. eventually the price will go down (as with rune etc) that it will cost slightly more then it can be high alched/sold for in shops. of course this will take a very long time (100k per week...) this is also very over simplified[not fully explained]
