No. you can still remove items from your bank in swap mode.

In swap mode: You drag an item from the bottom of your bank to the top. The item would be inserted IN THE PLACE OF whatever item you dropped it on, and that item would be placd at the bottom of the bank. In insert mode: You drag an item from the bottom of your bank to the top. The item would be inserted IN FRONT OF whatever item you dropped it on, and that item would remain in the same place (at the top of your bank).
