Being only level 66 slayer, I can't really comment on how long it would take etc, but I would recommend going to the Zanaris slayer master. Shilo Village master assignes difficult monsters hence slower exp.

You could get that easily by buying deaths/chaos runes from stores then selling on the message boards. It is very tedious and time consuming though.

Well your only option would be high alchemy. Runes are costly, and gaining that amount of levels will be very costly if you choose not to use pest control or high alch.

They simply do not have the time. There are probably hundreds of thousands of reports filed every day. My guess is that certain reports (scamming, macroing etc) get priority over the less harmful ones.

Does the ring of dueling teleport work past level 20 wilderness? I know that teleportation spells do not.

I use either there, or north of Falador. There are probably better areas, but those are what i've found to be good.

dwarven stout (m) raises your smithing by 2 levels, so you would need to be level 63 to get to level 65.

This is the case when people are at a higher level than you are. It is that way to stop you from accidently attacking something that is stronger than you are.

I've only ever picked flax in seers. If i needed bowstrings, I would pick flax, spin it, then take to bank and repeat. This is quicker than picking all, then spinning all.

I don't see why it wouldn't. But if I remember, the skills must be over level 30. Construction is so easy to level, so I would advise not to use the lamp on construction.
