You can easily do this, I have done it with combat lvl 45, only steel, and an inventory full of meat pizza's (and no prayer).

It heals randomly, but not a lot hp. There is a little chance that it gives your damage. There is also a little chance that it is an amazing kebab, then it heals 11 and gives your combat a temporary boost.

But my ring is unlocked, and I still can't offer the bass

When I'm trying to offer my raw bass, it says only "The Fossegrim needs a bigger offer to enchant your lyre". I am wearing my unlocked Ring of Charos. Can anyone help me?
