I believe Jagex said that only people close to your level could attack you. (Like pre-wild rs)

I agree RC pkers posed very little risk and could not possibly had any noticeable effect on the rune prices.

I don't think it would happen unless there was a massive graphics overhaul which would mean a massive game engine overhaul.
