I am a lvl 50 combat, 39 att and def, and 40 str. My max hit is 7 with a addy long sword!! I need to get that up, I have full addy, and amu of def. Any tips??

Also, my magic max hits have been the same for years, is it normal, is there a max hit per spell?

Get an ammy of strength for higher max hit. Switch to rune weapons at 40 attack which your almost at, and yes, all magic spells have a certain max hit, they don't increase with your magic level, you just need to use higher level spells.

does a higher magic lvl increase magic "accuracy" meaning you'll hit higher more often? i know you won't go over the max hit, but will you hit better?

I don't think so. I'd say its just the bonuses from the clothes you wear that do that. Higher magic lvl means better spells and equipment.
