In Thagern's post, New Bank Page, he mentions a Charity Hall. A place where

 

you can donate items from your bank. This is really a great idea because it centralizes the beggars. Instead of follow people around asking "rune pl0x?" They'll be at the Charity Hall. Well I'm just going to add a few things to his idea.

 

 

 

1) The Charity Hall should be on the new fourth level of Lumbridge Castle.

 

2)For a newbie to get an item, he must talk to the Charity Banker (there will be a few different bankers for different items) and click as fast as he can to get an item from the "bank" screen.

 

3) Every time you talk to the banker you have to enter a random code that is displayed in distorted letters on the screen.

 

4)Every time you get an item you have to talk to the Charity Banker again.

 

5) You can only get a max of 5 items a day.
