There are three sides to every story: There's one side, there's the other, and there's the truth.

If you don't mind losing the arrows... the Hobogoblins west of the Crafting Guild. You can range them from the guild and they won't be able to retaliate.

Take telegrab spells incase they drop something nice :)

You could try the places listed in Tip It's range training guide.

I always liked killing the 2 lesser demons on the top of Crandor island.

It meets all of your desired qualities and can give good loot as well.

They give 328 exp per kill. The last 1 million range exp I earned with those 2 guys.

There are safe spots in the North and E-SE section of their walk area.

I normally use the S-SE safe spot and cast a Curse on them first.

That causes them to walk over near me and stand just outside my safe spot.

I then begin to range them. It normally takes about 22 bronze arrows to kill one.

All of my recoverable arrows are in the loot pile.

I normally never even bothered to bring food since I never got hit.

But you should bring runes for hi-alching mith and rune med drops.

If you want a change of pace then you could also do the 3 Moss giants that are down around the corner.

Hope this helps

Minotaurs in SoS are great as they drop iron arrows so techically you'll never have to leave, and since there are a lot of them you'll always have one to kill.

Range at minuators in SoS till 50-60, then range lesser demons on crandor. Bring runes and cast curse each time to "pull" them over to your safe spot so all your arrows are in the same spot.
