I heard of a world monitor to help find the PC worlds but what I want to know, is if there is such things or if it's legal to use if it is existing.

I remember something similar to what you were talking about. It was a program that made a graph of the people in each world. Supposedly, the population of the world [bleep]ed by about 200 people when a pc clan was in there.
