I have not done fremmnick isles but it seems kind of in the open so alot of people will know about it. At the moment it is usually less crowded than any of the other spots (in my experience anyway), but there already a fair few regulars I come across. And....from memory you don't necessarily need to finish the fremmy isles quest to access it, I think it was pretty early on in the quest that you get access there. best of luck!
