Do you mean reverse what's in the layer itself?

 

 

 

Or move it above/below other layers?

This took me a while to figure out too, instead of flipping the whole thing, i know what you mean.

 

 

 

Select the desired layer and go: Edit>Transform>Flip Horizontal/Vertical
