If you go to the place where the holy grail quests occur (code: BJR), you'll find them lying around everywhere. If you've unlocked Fairy Rings (start Fairy Tale Part 2), you can use the Fairy Ring code there and pick up the Whistle respawns all around the realm. ~It's Super Effective!
