Hmm, hopefully someone can answer you because I use to have the same problem when I played.

Maybe check your mage lvl at the moment you cannot cast the spell.

 

If your mage is low, you can use a stat restore pot or... a rapid die in the wild.

 

 

 

Your mage lvl can be hard lowered after the elemental workshop II, when you make the mind bars.

I think, judging by what you say about the message you got, you used the home tele within 30 mins of trying it again. It says something like, "You can't use this for another x minutes."

I have had that message before. It is if you do something that kinda breaches security, for example typing in a bank pin incorrectly.

Maybe check your mage lvl at the moment you cannot cast the spell.

Honestly, I know why this happens. It happens when you don't have enough space to travel, EG. Next to a bank booth or canoe station. Move a few squares, try again.
