Do you mean a program where it saves the picture precisly after it's taken so you can take on right after without saving it in paint?

I think you mean .gif's (pictures thats have some animation). Even its its yes I have little knowledge about it but I think you need a special program to create them.

Try Photoshop's Imageready. I can make .gifs from videos pretty easily with that.

 

Just a matter of loading in the section you want to use, get ridding of excess frames and then the timing of each frame.

I think my brother could help me he has photoshop :D
