I can either

 

 

 

Mine 6.1k gold using the karamja 0-gold mine and bank using the fisher king fairy ring, then smelt it all.

 

This will get me 76 mining as well as 64-68 crafting if i make the bars into plain amulets

 

 

 

Buy 14.5k steel bars and smelt them into cannonballs, then sell the cannonballs.

 

 

 

If it matters:

 

I have 72 mining

 

I have varrock armour 2

 

I have goldsmithing gauntlets

All depends on what you want and how much time you have.

 

 

 

Cbs will be faster cause you don't gotta mine, but you'll only get smith xp and some money.

 

 

 

Gold will take quite a while longer, but you get smith xp and mine xp.

I'd say the gold method as it will both give you mining and smithing experience and you don't need to just do one thing (cannonballs)
