I was wondering about some techniques artists use when making sigs where they have lines that are glowing and little things like that.

 

 

 

I was wondering how they do that. Is it a brush with some effect?

One simple way to get a glowing effect:

 

 

 

if you look at the window with the list of layers, you'll see the layer with the line/piece of text/etc that you want to make glow.. right click it and go to blending options. you'll get a window with a load of effects you can add to it, the one i used on the text in my sig is 'outer glow'
